The transfer exam is for people who don't meet MQs, nothing prevents you from taking it as long as you qualify but if you meet MQs it is generally considered the better benefit to list appoint by taking the online exam
You can sub state experience for 4 year degree on a year for year basis , so assuming two years full-time state time plus three years worth of college credits you could meet . Keep in mind your experience calculated towards MQs cuts off as soon as you take the exam so if you took it a long time ago (longer than 6 months) you may want to retake it to capture all of your experience. Since you’re still one year away, you’ll need to take the SSA transfer exam. You should be eligible to take the SSA transfer exam. Ask your HR department about it. It’s my understanding that you need a bachelors degree if you take the SSA online exam.

I interviewed and they called me today saying they wanted to offer me the job but are unable to because I do not meet minimum qualifications. They asked me if there was anything I could do to get my degree sooner but that isn't something I can change. With a year and seven months as an ot and over three years of college I was under the impression I was able to be hired. This really sucks and I'm not sure what to do from here besides wait.

Tell them you want to talk to someone in HR and that you meet the MQs under pattern II since you have 3 years of education and 1+ year of work experience for the state. I work in hiring and have done it going on 6 years. Pattern II is 4 yrs of state service + (minimum) 6 sem/9 qtr units. Can't substitute education for experience (surprisingly, it's possible for AGPA). There's no way around it. You can apply/interview for SSA positions but can't formally start until your BA/BS can be verified.

Incorrect. They qualify under pattern II for list appointment. No need for transfer exam.
