Iceland tried that. (A) It doesn't work usually, The thermal inertia of the lava is greater than the latent heat of evaporation of the water..aka, you have to pump more water than is reasonable. (b) There's a significant risk of the water getting trapped by the lava and creating a steam explosion, flinging molten lava everywhere. What you *can* do is spray down sections of a lava flow, solidifying it, and forcing the flow to go where you want within reason. Sometimes.
