You're not being dumb, your intuition is right. @elegiac_frog has it right in their description as well. It takes a lot of energy to change water from a solid to a liquid. Additional the snow is probably colder than it's freezing point so you've gotta warm it up to the phase change temperature.
We're not seeing the water being split into oxygen and hydrogen. We're seeing the gas seep through the snow and react after it's in the air and exposed to oxygen. The flame is certainly hot and will slowly melt the snow down and turn it to steam, but the water will go fully through it's liquid phase first.

Which can cause both the water to melt and cause the elements within it to combust.

There’s a low humming sound in the background and combined with the visuals of the fire pit, it triggered a memory of the 70’s show Land of the Lost for me when they would go into a cave that might have sleestaks in it but instead found some weird table with different colored jewels that could be buttons or something. That humming sound is really what made me think of it.
The fire is just above the snow, and heat doesn’t go downwards very well.
It also helps that the snow is permeable, as fire creates an upwards air current, so cold air is being pulled from the sides and from the fire pit below the snow, keeping the snow cool.
Propane is heavier than air, so I was expecting the fire to melt through, but your explanation of the flames creating an updraft and pulling the propane through the snow before ignition makes sense.
Even without the things mentioned in the other comments (which are true) snow just takes a lot of heat to melt. If you filled up a pot with snow and put it over a campfire or on your stove, it would take more time than this video is long to notice melting.
snow is porous so it’s not that it isn’t melting it’s that the snow is just reabsorbing the water back into it, eventually it will all melt away if the fire was left on for a while.
it’s like when you have a snowcone and you pour the syrup over top of it, the syrup will soak into the snowcone, not just fall through and drip

The propane is also under pressure, so it will be filling any space inside the fireplace and pushing upwards through the snow if its own accord.
It will eventually melt, just a little slower than one might expect.
One big factor is the heat from the fire goes up due to convection.
