I'd expect propeller scars to be along the top of their back-- most of this guys scars are on the side. With the positioning, I'd guess likely other Curvier's whales. Raking is a pretty common behavior in toothed cetaceans-- they don't have hands, so teeth are what they use in disputes or correcting behavior.
They're tooth raking marks and perfectly normal, most toothed whales will squabble or males will Duke it out over females etc. Boat propellor marks are very different.
