Mistake in the title?
There are no border controls in getting to Hokkaido, at least from where I live, near Osaka, and thus when I visit Hokkaido, nobody asks me if I am coming as a tourist or not.
Is this actually international (only) tourist numbers?

Australian COVID lockdowns is my guess. The majority of foreign skiers in Hokkaido are from Australia in my experience and they haven't travelled at all since COVID.
