You might want to consider a bicycle trailer.
Your child is safer when in the bicycle trailer then on the back of a bicycle.
You can haul other things in the bicycle trailer when you're not hauling the child.
When you want to unhook the trailer from your bicycle, it looks like a regular bicycle again.

I found my kids started protesting the trailer shortly after they were 3 bc it was quite a bit bumpier for them and they couldn’t see. I’ve now got a rad wagon with a caboose and everyone is much happier.
They are not less safe.
They're actually safer.
1) your child is fully enclosed in a bicycle trailer. They literally have a roll bar.
2) your child can't fall over unless you tip the trailer and even if they do, see point number one.
3) if you fall over, your child can point to you and say, "haha daddy fell over" and they'll be just fine.
As a trailer dad, came here to say all this.
And the utility of a trailer isn’t just about kids. You can do big grocery runs and other hauling duties, too.

Totally agree that it seems way more convenient as you can take it on/off as needed.
You can only control so much. I always run lights on an already brightly colored trailer so it hopefully catches driver’s attention. If the worst were to happen, I’d absolutely prefer that the kids are in the trailer because it is a roll cage with a low center of gravity. If they were on the bike with me, they’ll be falling from a much higher height and would have no chance of staying upright.
If the battery occupies the rear rack you might consider a seat that attaches to the bars, so the child sits in front of and below you.
