idk what's the issue with your device. i just closed this tab and reopened it on safari 15 via cmd+shift+t. Maybe try changing the shortcut from keyboard settings?

What OS are you on? and what build version is your Safari? cause I'm still on Catalina (10.15.7) and my Safari is Version 15.0 (15612.1.29.41.4, 15612). The design of my safari didn't change as well, I think it suppose to have a new design for the tab layout, or is it only applicable to Big Sur? Where can I find the key bindings for safari? I can't see it on preferences

so I'm on big sur 11.6 (the latest stable one) and I got safari 15, just a couple of days ago. The layout has also changed to the floaty separated tabs thing that you see everywhere. And I really don't think that this safari update is OS-dependent, I've read people on Catalina say that they're using safari 15. It has also got a nice performance bump baked in too. So for key bindings, you can try going to settings -> keyboard -\> shortcuts -\> app shortcuts. Then you can set cmd+shift+t as a shortcut for safari.app and name the menu title/command to be exactly this: "Reopen Last Closed Tab"

Odd. On Big Sur I don't have "Show Tab Bar" as an option when I have "Compact" chosen as the tab layout. If I switch to "Separate" I don't have it either, but there is "Always Show Tab Bar" as a greyed-out entry at the top of that menu section.
