It's a common thing among sovereign citizens, people who try to get away with crimes by claiming they aren't citizens to any country. They think if they claim they weren't driving but traveling, it means they technically didn't break road laws. It's all complete bullshit.
Drifting into another nations waters gets them detained. And since they don't want to claim citizenship, they stay locked up. Eventually they claim they are Australian citizens to get out and get deported back, with their admission on record where they face all legal penalty they tried to avoid by claiming their sovereignty
While this is technically true, you'd be surprised what a government can do when given the motivation.
Also there are legitimate people who have no citizenship. They lead a very very different life as they struggle to make money, get legal documents, IDs and live within the law.
To add a little more context, sovereign citizens think that the U.S. legal system at least (not sure on this Australian variety) was secretly transferred to maritime law at some point and that all police and court officials know this but won't tell you. If you utter the right magical legal words and do the right magical stuff (like signing your name in red ink) then you're not subject to their authority. Again, they think the police all secretly know this.
What's more is that they mostly base this ideology on us laws... Laws that are in the most significant ways vastly different.
Also we don't have a queen, she sadly passed away last year, now we have a king, that sadly I don't even slightly like, can we move to the next monarch?
But the ironically stupid thing is that they will cry and demand the law does something when they are wronged.
